How to Order from Dark Wolf via AI Talent 2.0 BOA

Dark Wolf is proud to be an awardee of the CDAO’s AI Talent 2.0 Basic Ordering Agreement (BOA)—a competitively awarded vehicle that enables DoD customers to quickly and compliantly access top-tier AI talent from trusted small businesses.
Step-by-Step Ordering Process
Step 1: Review Awardable Solutions. Start by reviewing Dark Wolf’s eligible capabilities under AI Talent 2.0.
Step 2: Define Your Requirements. Work with your internal stakeholders to develop:
- A Performance Work Statement (PWS)
- Independent Government Estimate (IGE)
- AI Talent 2.0 TO Request Form
- Draft DD254 (if applicable)
- Any supporting documentation (e.g., AT-OPSEC, Inherently Governmental Worksheet)
Step 3: Contact Your Contracting Office. Share your requirement package with your Contracting Officer (KO). They must confirm the scope fits under AI Talent 2.0. If in doubt, the KO can coordinate with ACC-RI.
Step 4: Release a Task Order Proposal Request (TOPR).
Your KO will issue the competitive TOPR to Dark Wolf and other awardees. The following elements will be evaluated:
- Technical solution
- Key personnel qualifications
- Staffing & retention plan
- Price reasonableness
Step 5: Evaluate & Award. Technical evaluations are weighted more heavily than price under a tradeoff, best-value approach. Once the evaluation is complete, your KO will issue the Task Order award.
Step 6: Kickoff & Delivery. Work begins based on the agreed period of performance. Deliverables and ad-hoc reporting are governed by the awarded TO and the AI Talent 2.0 PWS.
